LANCASTER, PA — Lancaster County is home to Pennsylvania’s largest Amish population — and horses and buggies remain a common sight on both rural backroads and busy highways. But with that visibility comes risk, as Lancaster County leads the state in horse and buggy crashes, averaging nearly 30 a year, according to PennDOT.
