Road Rules Apply to Buggies, Too

The Aug. 7 LNP article “Horse-drawn hazard” about horse and buggy accidents and the rules when passing a horse and buggy for Pennsylvania drivers was very informative. I have a young, soon-to-be driver and liked the link to the pamphlet with the rules for him to review.
However, sharing the road is a two-way street. I have seen numerous horse-and-buggy drivers who are not using lights in the rain, the fog or at dusk, making it difficult to see them. They also do not have turn signals on the buggy, making it a guessing game to when you can safely pass. Also observed is that not all buggies have the slow-moving vehicle triangle on them, which would enhance visibility as it is also reflective.
